An EMP is most efficiently produced by a nuke just above the atmosphere (or in the upper atmosphere), at that height the shock and heat effects would hardly be noticeable. It would really be dedicated to this effect, but it would have a pretty wide range at that altitude. I agree that this paperwork would be the least of the issues at that point though.
