Most of egregious stands are caused by principal agent problem.
You have
1. Person designing stand.
2. Person approving/ordering stand (usually business or city).
3. Person locking their bike.
If you're lucky (1) or (2) is also (3) at the same time. Otherwise, you get bunch of metal that at best looks nice.
