The Canadian metrication program became unstuck in the 1980s because a group of Conservative politicians decided to oppose it on the grounds that we should follow the U.S. They argued that since we were so close to the U.S., we should use the same measurements. If in the U.S. gas is sold in gallons, they argued, we should too. Canadian gas was sold in Imperial gallons (~4.55 litres), while the U.S. gallon is ~3.79 litres. I don't know if they understood this. The government decided that these folks were creating too much of a stir, and pulled the plug on the whole project.
I always felt that we should have adopted the Canadian gallon, declaring it to be exactly 4 litres.
