I cannot read the article but I cant imagine a situation where this would be true. The only thing this might facilitate is legal direct exchange between individuals without a 3rd party licenced broker dealer. Even then, is that really a good thing? Pseudo anonymous gun sales hardly seem to be a step forward. A federal data base of gun sales would be simple if Congress allowed it, but that is currently against the law. So I guess I fail to see a real problem a blockchain would solve even if such tracking was allowed by congress.
