I’m not an apologist, but the government on the whole is doing just fine at technology and innovation. With the exception of perhaps China, the U.S. Government has more innovation activity ongoing than any other entity in the world.

The government has a vast innovation network including the sponsorship of most U.S. university research as well as the research at FFRDC labs and all major defense contractors, e.g. Boeing, General Dynamics, Raytheon, Northrop Grumman, Lockheed Martin, etc.
IT spending alone was almost $100 billion last year, and R&D spending was well over $600 billion.
