This just seems like unnecessary pedantry. I’m sure majority people concerned about school shooting never intend to argue about some legalistic definition of what makes something “mass”. Aside from that the words “mass shooting” and “school shooting” constantly being used by the media surely has made colloquial usage of the terms more common in everyday discussions than whatever definition the bureaucrats use.
