My current university has a different problem, namely that there is no grade curving even though they are supposed to curve and adjust the distributions. The grades get mapped to ECTS, but the ECTS distribution does not match the actual distribution of the courses. I have a 'D' that's in the 80th percentile, and a B that is in the 95th percentile.
