Not surprising, wiring harnesses are incredibly difficult. The big OEM's still have issues with them.
Also title is wrong, there is an update at the bottom of the article :

- macintux 4y agoThe title is accurate: they’re all being recalled, but they estimate only 1% have the defect.
- ovi256 4y agoThe fact they don't know which ones have the defect suggests their configuration management isn't great yet. If it was they should be able to recall just the affected cars. That will help not pay the cost of recalling 100000s of cars when they get to mass production.
