I think the biggest step towards the current political polarization was the FCC's revocation of the fairness doctrine in 1987. This lead to conservative talk radio's rise, which lead to the mainstreaming of right wing propaganda. I'm not sure how we could "undo" this, given the decentralized social media we have today..
