With three layers of air defense, anti-air is a primary mission of these ships. Compare this to a contemporary like the Sovremenny, which carries only medium range SAMs and point-defense. I agree that the primary mission of USN cruisers and USSR ones are different, but the Slava-class is designed for area air defense, bot for itself and for the rest of it's surface group.
