  Housing should have a much bigger public part. It is very hard to make it reasonably work in the "economy" (Vienna 65% and heard that Singapore is at 80%). In "northern" countries, more homeless ppl than the public infrastructure can handle means death during winter. Dealing with this issue is then embedded in the core of their culture. There, not dealing with this issue is almost first degree murder.
