There are lots of examples of encroachments on freedom to avoid the spread of bad tech - e.g. limits on purchasing cough syrup to avoid producing crystal meth, or limits on uses of nuclear power to try to avoid nuclear weapons. I don’t buy that we need preemptive ‘1984-style’ surveillance for future tech any more than we have needed it for past tech.
