I can sort of understand the Museum's position in that allowing everyone to make their own 3D scans all the time would end up taking a lot of time and resources. But perhaps a compromise would be for the Museum to make its own scans using the best available technology, and make the data available to any institutions that want it? Or allowing the Archaeology Institute to do their scans on the condition that the data is made available to others.
