You got to leave out implementing semantic considerations when starting out. I.e. if your line break changes the meaning of a word, or using hyphens is not allowed in certain words for some languages, those are not technical challenges. They are semantic challenges and solving them will require heuristics or specialized handling. Although being aware of these considerations is helpful for designing a solution which will be able to address these issues later. Like determining allowed break spots before doing the actual line break. And having that logic extensible.
