Why limit it to batteries? Why not mandate that literally everything produced include up-front disposal/re-use taxes? Manufacturers have been externalizing the true cost of goods since prehistoric times. I don't think it'll happen, nor am I even sure it's a good idea, but there's nothing special about this one product.
