  It is a consideration, but there are solutions, like disposable caps. There are also sanitizing sprays. It wouldn't be the first time people share helmets. Also, the idea is to offer an option. Not to make it mandatory unless legislation require it. If your passengers are more comfortable not wearing them, their choice.
