I suspect that the chargers are not literally run off solar energy at night. Rather, I expect that a purchase of Renewable Energy Credits (RECs) is used to 'balance the books' so that solar energy providers are paid a subsidy for electricity consumed at night.
There are some, very limited, solar facilities that are able to collect energy in stationary storage batteries. However, the output from these ends up being on the order of single-digit percents of the day-time solar generation.
I would be interested to know how many people would go out of their way to charge at a charger if they knew:
* power came from wind, solar or hydroelectric plants;
* power came from the above, plus nuclear plants;
* power initially came from solar, but at a 10% loss, was stored to a battery, and then used, at night, to add power to your electric vehicle.
