I have also had problems with Digikey shipping (and frankly terrible / disagreeable responses from customer support). Domestic shipping BTW.
I voted with my wallet and opted for Mouser during the years 2017 - 2020. I gave them another chance and haven't found cause for a complaint, but I also haven't hit any 'edge cases'.
