So what's your specific advice - to stop searching for "software developer who gets clear requirements" and instead search for "software developer who gets vague requirements"?

For me, yeah. For you, it doesn't have to be that, just be a unique combination of skills that very few people have. Pick any combination of things you're interested in. I went fullstack with product/communication skills, and it's worked out for me.
