I think most people seriously underestimate the development effort a usable general purpose OS takes. It's actually global scale and the few companies still having their own can only do it because they captured large parts of the global market. And even if we ignore this, if someone comes up with objectively better apis, linux can just have a 80% solution with a few new syscalls (e.g. cgroups or io_uring), and the rationale for their potential users evaporates.
