It's just another neo-colonial weapon to attack former colonies and weak nations like all "international" courts/institutions/etc. It won't affect colonial powers like the US, Britain, France, etc. It certainly won't affect powerful nations like China and Russia. It'll be used to attack african, middle eastern, asian, south american, etc nations.
