So no reason that driverless cars can't be misused lots of other ways, by everyone. Sending bombs, civilians spying on government and police, anyone spying on anyone, stalking, sale of illicit items, and more I'm sure. The real problem is the cameras, not the cars. Anyone can put a camera anywhere and make it mobile by attaching it to anything mobile.
An automated camera detector (which looks for light reflection off a camera lens) would be useful as a cheap, easily available tool. You can get cheap manual ones on eBay. An augmented reality one should be possible to build as a cell phone app. Maybe one exists already? Yes, they do:

Easy to dedicate a cheap phone to detect cameras everywhere.
The other issue is who gets to decide what the police can do? This comes up over and over, where the police see there is nothing preventing them from doing something so they do it, regardless of whether it is a good idea for society and with no oversight. We don't just need laws regulating what the police (and CIA and NSA, and DHS, President, Senate, House, town officials, etc.) do _after_ they do something bad, we need live, real time oversight of decision making by someone independent and representing society. Not elected officials, but real representatives drawn from the people at large who go in and watch what goes on. This should be part of any public job and a civic duty for everyone, just like jury duty.
