I think the logic was that in a 'zero COVID' country, the health risk associated with vaccination (for the elderly and vulnerable) was higher than the risks of COVID itself. I'd hope they are trying to push for increasing vaccination of elderly now, otherwise there will be no end to these lockdowns.
