The abstract seems to be suggesting that the anarchic principles of self-organization should be more closely looked at. Tries to draw from covid pandemic data it has at hand to show how these principles stood at the base of voluntary social activity that spun up around the world in this time. If it succeeds in that, haven't read the paper yet, but it comes from an anarhic positive perspective which, for me at least, makes it an interesting paper.
