RADAR would not have helped in this situation. Even if the oncoming car wasn't there, the Tesla still made an illegal maneuverer - in no state I can think of is it illegal to cross 2 double yellow lines.
Either
1.) The camera's fidelity isn't good enough to make out the double yellow lines
2.) A software bug caused the Tesla to drive to aggressively.
