Against other NATO members. Russia is suffering a humiliating defeat in Ukraine against a weaker rival and they aren't even talking about using nukes against Ukraine. The stated purpose for NATO you give doesn't seem rational. Every organization will attempt to protect it's existence. Including and especially government ones like NATO. Easily done with FUD.
