I thought US immigration system is not geared toward helping US competitiveness, but diversity and family reunification. Besides, PhDs in other countries like say, Indonesia for example, won't be as good as PhDs in other first world countries. The second/third order effects would be that these opens up for immigration/education fraud from countries which populations really want to go to the US. I can already imagine. Can the US job market absorb for these PhDs?
