Prevention is not possible in some cases (sometimes genetic or traumatic origin for example), but the root cause is generally a combination of environmental context and vulnerability. If you live in a culture where taboos and other people telling you what you can or can't do in your personal life are part of daily life, a lot of avenues of support (and by extension, prevention) become unavailable. That applies to much tighter scopes like family and much broader scope like city or national levels all the same.
