Different pavements have different noise characteristics, and poor pavement decisions probably contribute the most to noise. Will the state fine itself for loud pavement? Do they even have a standard they would hold themselves to for loud pavement? I'm all in favor of reducing exhaust noise, but without going after loud pavement, it is a waste of time.
