In my opinion this is the real root cause of the gov org dysfunctions - so many workers go there who actively resist change and improvements. They want to be mediocre/lazy at work and don't want anyone showing them up, and they don't want any change because they just want minimum effort for stable income and a pension. Not everyone maybe it's only 10-20% or whatever, but a higher percentage than in private sector, and the percentage is that high that it ruins the workplace and actively drives good workers away.
