Not really a rescinding of a signed offer for business reasons, since the person in question didn’t get a Visa. The offer would have had to be rescinded regardless. Looks more like they weren’t able to get a Canadian offer letter approved, since it fills a different HC in Canada. Really awful situation but the title of this post implies more than I think is really happening.
