Locally, if you use something like Valet or Craft’s own Nitro tool, it’s relatively painless. You do need to embrace Composer, though, which is kind of a key element to how it works/is managed. There are also some Craft-specific hosts, like Fortrabbit (disclosure: Fortrabbit user) that can take the guesswork out of managing Craft pushes.
