Till the time you have promotions tied with significant pay bump, you will have people working their a* off for promos and trying to do all it takes to satisfy criteria. >I guess you could switch the process to "promo after N years of not being fired at your current level" but that seems even worse. Though, If you do this you will have a culture where people are scared all the time and don't feel any job security.
