All traditional (fiction/non-fiction) book publishing houses will use Word redlining. It is the defacto standard in the industry. Traditional publishing has 0 interest in switching to new software as far as I know. Technical book publishers, and some university presses, will allow you a lot more leeway, but even some of those will ultimately redline on Word.
