I generally agree with your post but I would argue that the content on this site is likely (though not always) to be too advanced to hold the interest of an average HS graduate. But to the right person it's practically an institution. I guess I'm just cautioning that resources recommendations would probably work best when tailored appropriately for knowledge and skill levels.
