How do you think people are using blockchains and their keys there? They may be using mnemonic phrases mentally and that also doesn't require using their phone to regenerate their private key (and also doesn't require the user having internet to sign something), seems to cover your criteria but if you can articulate what use cases you are imagining that might help. Mnemonics are supposed to be potentially catchier to memorize, but we/I/users can be realistic and back them up other ways.
