The vast majority of cases ( at fractions of what an American city has ) was in Tokyo, and Tokyo has 3-4x NYC’s population and atleast 3x the density , despite Cuomo’s constant “density” argument. Japan never had lockdowns. They just stopped allowing alcohol after 8pm. And also strict enforcement of people into the country. I was one of the last few hundred people into the country before it was entirely closed to non residents in 2021.
