I've worked on some government projects (currently working on one), and we always try to open source everything we can. For instance, CMS has a lot of open source repos in their github org (https://github.com/CMSgov https://github.com/CMSgov). The mentality is changing in govtech and there are lots of orgs really trying to push for better software practices. It can be a slog though.
