There are a few groups doing public open source that I'm aware of: - 18F https://github.com/18f https://github.com/18f - GDS https://github.com/alphagov https://github.com/alphagov - CDS https://github.com/cds-snc https://github.com/cds-snc I do agree with the sentiment, it's absurd that any software developed through public means is not available to the public.
