  Self-managed GitLab won't have this user limit. You can run GitLab EE without a license (which is the Free tier then), or GitLab CE (only open source components), on a cloud VM via Omnibus package installation or in Docker containers, in a Kubernetes cluster, or on a Raspberry Pi. https://about.gitlab.com/install/ https://about.gitlab.com/install/
