Battery-powered devices (which include both laptops and mobile phones) are notoriously frugal with their power usage, since they have a severely limited power budget (even the biggest laptop batteries are limited to 100Wh because of the FAA, and mobile phone batteries are also limited by their physical size), and they are also compared on that power usage (you see on review sites things like "with the screen at half brightness and playing a nice movie, the battery lasted N hours..."). Wall-powered devices, on the other hand, are much less limited; the biggest restriction would be in places with 10A wall plugs at 110V (that's the case where I live, though "110V" is what the public calls it but it's actually 127V), and that's already over 1kW with no time limit. So wall-powered devices tend to not optimize their power usage (standby or otherwise) as much as battery-powered devices.
