My Twitter has almost no outrage because I avoid following those sorts of people or that sort of content. As a result, it's largely quite dull. A lot of personal content moved away a long time ago IMO. The structure of Reddit means that topic-based forums can work well in the absence of outrage and promoters, but I don't think Twitter can work like that without significant restructuring. Doubt Musk's focus would include that.
