Culture is the summation of ideas, practices, and values of all parts that participate in a system. If you try to discriminate against participants in order to get "the culture you want" then you'll end up doing some nasty discrimination along the way. That practice is also, ime, heavily correlated with ideological hell holes that lose relevancy the minute they gain relevancy because they're frozen in time along the timeline of acceptable ideas.
