They found no proof of foul play. This commission was always going to conclude the president was murdered, because his twin brother, who thinks so, runs the commission. It's unlikely we'll ever find out what happened, since Russia refuses to return the wreckage, and in any case is entirely capable of such acts of state terrorism. But this report tells us nothing new.
