There is going to be a 100 player cap and it is played online. As for cheat detection, we require the players to have 2 cameras setup and running at all times. One pointed at their face and one pointed at their computer screen, and additionally, we plan to use open-source cheat detection tools (the one developed by lichess) to detect suspicious activity). Unfortunately, cheating in chess is extremely easy, so we really hope this would be enough of a cheating deterrent. Also probably the biggest deterrents is the fact that the players enter a lot of personally identifiable information and also the fact that an entry fee exists.
So I think it's enough... probably even overkill :D
As for your last question, I don't personally know someone who organized an event like this. But I have carefully examined the tournament structure in elite chess tournaments, esports tournaments, and even classic sports tournaments.
