For most applications, developing quickly is more valuable than correctness. That is why formal methods will likely never have widespread adoption.
As for law, a judge always makes the final decision and they are not a formal method. It doesn't matter how tightly the law is worded if a judge is in the loop evaluating intangibles like intent.
