I firmly believe that anyone can get scammed if they're caught on a bad day and the scammers happen to get lucky with some details or approach that happens to match something the target is inclined to believe. I don't believe scams are typically designed to maximize success rate per scam; they're designed to cast a very wide net and get lucky on a few targets.
