Bluebird was wonderful until AMEX sold it. They did it rather quietly <at least we never saw anything about the sale> until three years after it happened. We got lucky, I was going to refill our card and kept having trouble, checked the Bluebird twitter account and found hundreds of customer complaints about lost funds and locked accounts. Have you tried Privacy.com? They offer Virtual, one-time use cards which sound like they would solve your car rental/hotel problem.
