That's not a new idea at all, unless there's a specific development that I've missed. Jointed and/or flexible swimming lures have been around at least since I was a kid and I'm pretty sure the ones my dad used were old already then. My favorite lures though were the frogs, which had rubber bristles on the back which would pulse when pulled through the water to simulate a frog's legs swimming.
