Not sure how much use it would be for Tallinn anyway, you have Wifi in your pocket anyway so that really isn't a deciding factor usually (unless you are traveling through and don't want to get a temp SIM for mobile internet). If I'd have to guess, people pick cafes to work from here based on the location, atmosphere and food. Could literally work under a tree in a forest here if you have enough battery.
